Benchmarker believes it is simply an arrow pointing to something buried underground there eg a cable or a pipe. In the interests of world peace it is included here but not as a 'mark. Sorry.

Look closely to understand what happened here. This 'mark is on the stonework of a building on Patrick Street in Kilkenny City at the corner of Chapel Avenue. At some stage much of the stonework has been plastered over and now just a little of the leftmost side of the 'mark can be discerned.
